 Standing Rules for Accepting Nominated Foreign Students for Scholarships to the Arab Republic of Egypt Presented by Al-Azhar and Ministry of Higher Education Through "Foreign Ministry’s Committee for Expatriates"

First: General Rules:

The following procedures must be observed and confirmed by the Egyptian Diplomatic Missions abroad:

Key Times:

Deadline for the arrival of nominations (before the end of September 2020)

Deadline for the arrival of candidates (first week of September of each year)

Beginning of studies in Universities / Institutes (beginning of the second half of September of each year).

In the event that the nominations are received after the specified date, they will not be discussed and will be returned to the concerned mission, and to overcome the issue of the delay in obtaining graduation certificates for candidates in the same year, where nominations of graduate students from two previous years are allowed to be accepted in order to achieve regularity of the educational process from the beginning of the academic year.

Fulfilment of Procedure:

  • 1- The following general conditions apply to all candidate students before starting the rest of the procedures:
  • The candidate must be a citizen of the state and hold its nationality, and of non-Egyptian parents.
  • The student should not have previously been nominated to study for a scholarship from the Republic of Egypt or was previously dismissed from studies on one of these scholarships for any reason.
  • The student must be medically fit and free from contagious diseases according to an approved medical certificate, and also be physically and psychologically fit (no disability).
  • It is not permissible to nominate more than one family member (father, mother, husband wife, siblings) on the scholarship at the same time (same year of nomination).
  • A married student candidate may accompany his wife on the condition that she does not receive a scholarship to avoid double scholarships.
  • The student should not be restricted to another scholarship in Egypt or elsewhere.
  • All documents and papers of the candidates shall be completed, approved and sealed with the seal of the Republic's logo by the Embassy before sending, taking into account that all documents sent in Arabic, English or French, or translated from the original language into one of the three languages.
  • All nominations are sent to the Expatriate Affairs, Training and Technical Cooperation, which handles the nomination procedures.
  • Nominations shall be according to the number specified for each country by the Expatriates Committee.
  • Name of the candidate student must be identical to his name on all the required papers and documents.
  • Studying at the top colleges (General medicine - Dentistry - Pharmacy - Physiotherapy - Engineering - Urban planning - Technology - Arts - Architecture) is considered available for international students and is nominated by the Ministry of Higher Education.
  • Students may be transferred between the corresponding colleges and the registration may be transferred to the non-corresponding colleges for one time only; if the student has the minimum admission requirement and meets the qualifying courses.
  • Not accepting any transfer of foreign students from foreign universities to Egyptian universities.
  • Heads of Al-Azhar missions and the Embassy participate in selecting candidates to Al-Azhar University scholarship, and in the absence of an Azhar mission in the countries concerned, Al-Azhar sends whomever it sees fit through diplomatic channels - with Al-Azhar bearing the costs involved.
  • Students enrolled in colleges that impose registration fees are exempt from paying these fees.
  • Nominated A student will not be granted an entry visa until receiving security approvals and informing the missions abroad.
  • In the event that the student enrolled on a scholarship, whether in Al-Azhar, higher education, or education, withdraws his papers at his request, it shall be taken into account not to nominate the student again for any scholarship presented by the Republic of Egypt, noting that this will affect the number of grants allocated to this country in the coming years .
  • The Egyptian Embassies abroad address the Foreign Ministries of the countries accredited with the names of students accepted for scholarships, so that these Ministries inform their embassy in Egypt, where the cultural sector of the Egyptian Ministry of Foreign Affairs will provide a copy of the memorandum directed in this regard.

Note:

 If it appears that any student does not fulfill any of the conditions referred above, he will be deported immediately and return to his country at his own expense.

Third: Scholarships provided by the Ministry of Higher Education:

Conditions that must be met by a student applying for a scholarship from the Ministry of Higher Education:

  • - The qualification obtained by the candidate student from different countries of the world must be equivalent to the Egyptian General Secondary Education Certificate, with the exception of African countries, where the Supreme Council of Universities decided to "accept African students who obtained secondary certificates granted by the Ministry of Education from their own countries to Egyptian universities under the same conditions as Egyptian high school certificates with different divisions.
  • The number of subjects studied by the student to be 8 subjects, among which are the subjects that qualify for the college in which the student wish to study in Egypt, and it is permissible for students from Asia and Africa (except for Arab countries) who have not completed the number of required subjects, they must sit the exam in one or two subjects complementary electives, during their university studies.
  • The student has obtained the minimum admission limit for the college he wishes to enroll in.
  • It is allowed for applicants of academic qualifications up to 4 previous years.

Required Documents:

  • The academic qualification shall be certified by the Egyptian Embassy in the countries from which the student candidate obtained the academic qualification.
  • The original birth certificates.
  • 6 recent personal photos.
  • Copies of the candidate’s passport.
  • A medical certificate approved by the Ministry of Health from the student’s country that he is medically fit and free from contagious diseases (HIV - Hepatitis - Tuberculosis - diseases and mental and neurological conditions), physically & psychologically fit (no disability) and also the certificate shall be approved from the Egyptian Embassy.

Note:

In the event that any student apologizes for the scholarship, he must hand over his travel ticket to the embassy to be returned to the cultural sector (Office of the Deputy Assistant Minister of Foreign Affairs for Expatriate Affairs, Training and Technical Cooperation). The substitute candidate is not allowed until confirming the return of the original candidate student’s ticket while waiting for the confirmation from the Embassy for final approval of the substitute student.

Financial Affairs:

  • The nominated student for a scholarship is exempt from the study fees in hard currency (dollars) that are prescribed for international students.
  • The scholarship value is in Egyptian pounds:

  • The Ministry of Higher Education shall bear the expenses of bringing in students nominated from African countries, except for Mauritania and Somalia.
  • The Ministry of Higher Education shall bear the expenses of returning students nominated from the Arab world and Africa only to their countries in the event that they obtain a university academic qualification, or are dismissed for any reason.

Suspension of the Scholarship:

  • The scholarship is suspended for the student who has not succeeded more than twice during the academic stage.
  • It is permissible to re-enroll tumble student in the final years (and before the end) after submitting the right justifications, after the reviewal and approval of competent committee.

General Instructions:

  • A medical examination will be conducted upon the student’s arrival in Egypt, and in the event that the student is proven to be ineffective, he will be deported at his own expense.
  • Students are not allowed to practice in any work other than full-time study.
  • The student is not allowed to enroll in any study other than the one for which he is nominated.
  • The student is treated free of charge in university or government hospitals, according to the places available.
  • Foreign student from Africa are permitted to take twenty kilograms in excess weight, which will be disbursed to them with the return ticket if they successfully finish their university studies.
