Higher Education Center of Excellence (HICoE)

The Higher Institution Centers of Excellence (HICoE) is a program under the Ministry of Higher Education (MOHE) implemented by the Department of Higher Education to drive research excellence of HEIs in the field of niche research. Through this program, JPT award a HICoE rating to a high -performing Center of Excellence (CoE) in the field of niche research.

The awarded HICoE had an impact on the production of new research talent, the publication of high - impact journals as well as the production of innovations that can benefit academia, industry, government, the community and the environment. Periodic performance monitoring will be implemented to ensure implementation in line with the objectives of the HICoE program as well as as a basis for the subsequent disbursement of HICoE research funds

Research and Innovation Thrust

Definition

A center that performs research activities to improve the level and quality of services and consultations to industry and society. More than 70% of the activities carried out by the center focus on research and innovation while less than 30% cover aspects of services and consultancy.

Basic Application Requirement:

  1. Centers of Excellence must be established by HEIs;
  2. The establishment of the Center of Excellence shall be recognized by the Senate and the University Board of Directors (LPU);
  3. The Center of Excellence must be established for at least lime (5) years and have records/evidence of various activities carried out during that period;
  4. The Center of Excellence has operated as a Responsibility Center (PTJ) with its own operating budget;
  5. The Center of Excellence must have at least five (5) full-time academic staff in permanent positions; and
  6. Centers of Excellence must excel at least in one (1) niche area.

  2. Obtained 48 marks from the total marks of Sections B, C and D

Services Thrust

Definition: 

A center that provides services and consultation to the community and industry. More than 70% of its activities should cover the service and consultancy aspects, while less than 30% cover the research and teaching and learning aspects.

Basic Application Requirement:

  1. Centers of Excellence must be established by HEIs;
  2. The establishment of the Center of Excellence shall be recognized by the Senate and the University Board of Directors (LPU);
  3. The Center of Excellence must have been established for at least five (5) years and have records/evidence of various activities carried out during that period;
  4. The Center of Excellence has operated as a Responsibility Center (PTJ) with its own operating budget;
  5. The Center of Excellence shall be able to cover operating costs when awarded and be able to generate sufficient income to cover operating costs and 50% emoluments after three (3) years of being recognized as HICoE; and
  6. Centers of Excellence must excel at least in one (1) niche area.
